Welcome to Banner Lane
It was a long journey, and it took a lot of time and hard work to ensure the families that wanted to return to Banner Lane were able to do so. The decision to return was on the families. Members started moving into Banner Lane on 2/25/2/023 and are still returning to date. The pictures below tell the story; the Members are returning, which will make this project a success.

Since 9/27/2022, Toll and L&M have been working diligently to ensure the Sursum Corda Members were up to date on all their documents and the paperwork needed to return to Banner Lane. DC Housing Authority has been working with the Toll and L&M to ensure the Members’ vouchers are up to date to warrant a smooth transition.

Banner Lane
Over the past 9 months, we have communicated how we are going to get the Sursum Corda (Banner Lane) residents back into their new residences. This consisted of Zoom meetings, in-person meetings, emails, looking over the plans for the phase 2 development on the top of M Street, and getting the family members ready per the order required by the city. We have also been engaged with DC Housing Authority (DCHA) regarding Sursum Corda (Banner Lane). This included a walk-thru of the property with DCHA, Toll, and L&M. I would like to reach out to Toll & L&M and thank them for working with Sursum Corda on behalf of all the families. Residents of the Southwest building are scheduled to move on 1 November 2022 and the Southeast building, in February 2023. The list below represents the items we had to address over the past 9 months.
The Chairman of the Coop has remained in contact with all Households and has retained an up-to-date list of all Households who wish to return to the South Parcel upon construction completion.
The Developer and the Coop have collaborated to implement the Communication Plan as outlined in the Stage I PUD Order, which includes informing the Households on the progress of the South Parcel by hosting quarterly Zoom meetings, sending out notices (see detail below) and keeping a website up to date with project updates and plans ((https://www.sursumcordaresidents.com/).
The Developer has sent out all notices required under the PUD Order, except for the Occupancy Date Notice. A notification confirming the building permit issuance was sent on October 1, 2020. Unit assignment notices were distributed on November 30, 2021, and included unit assignments floorplans, and interior and exterior renderings of the project. Additional notices have been sent to the households to request information on household composition and income.
The Developer and the Sursum Corda Cooperative collaborated on an “open house,” where each member was invited to tour a completed mockup unit and ask questions about the design and finishes of the units. Approximately 60 members attended.
The Developer and the Coop are now collecting rental applications to confirm income, household size, and other important data to facilitate move-ins.
The Developer and the Coop are engaging with the Housing Authority to understand the process for Households with vouchers. The Housing Authority will present to all Households to explain the process for moving back into the building upon completion. The Developer and the Coop are also cooperating to bring back Households without vouchers at their respective incomes.
The Developer and the Sursum Corda Cooperative (“the Coop”) are collaborating to bring Sursum Corda Households (“Households”) back to the South Parcel Development (“the South Parcel”) in November 2022/early February 2023.
After completion, the Chairman and his advisors will complete a pre-completion walk-through to certify the completion of the units. The walk-thru will include Housing Authority, Sursum Corda, L&M, and Toll.
DCHA will meet with the families and do an intake in regards to reissuing their vouchers to Banner Lane.
NOTE: On October 17th, there will be a Zoning Commission hearing on the second stage of PUD – on Toll/Sursum Corda development.

As this is an active construction project, you will be requireD to wear closed-toed shoes and pants, in addition to a hard hat and vest, which we will provide. You will also be required to sign a construction waiver before you enter the site.

Letter from TBSC Owner 1 LLC and Sursum Corda Employment Application
Dear Members of the Sursum Corda Community,
As you are aware, TBSC Owner 1 LLC (“TBSC”) has been working diligently to advance the approvals and design of the first phase of the Sursum Corda redevelopment. The first phase includes approximately 561 units and includes units for returning Sursum Corda households.
During the construction phase, there will be hiring opportunities for former Sursum Corda residents. Hiring opportunities will be spread across several trades and experience level will determine if you qualify as one of the following:
Laborer – Entry Level
Skilled Laborers – Previous trade experience
Apprentice – Specific training in a trade
Journeyman – Expert in a trade
We have selected Harvey Cleary Builders as the general contractor to oversee the construction of the project. Harvey Cleary is working with subcontractors to assemble a list of opportunities that will be made available to former Sursum Corda residents. Below is a list of possible trades that will be available.
Carpentry Cement/Masonry Drywall
Electrical Flooring Forklift
Framing HVAC Laborer
Painting Plumbing Scaffolding
Scaffolding Sheet Metal Taping
A complete list of available opportunities will be updated as we near construction.
Any resident interested in pursuing these opportunities should fill out the attached Sursum Corda Employment Application and return to Lonnie Duren by May 22, 2020. The spread of COVID-19 may delay the timing of construction start and employment opportunities.

A Message for Sursum Corda Heads of Household:
For those families with vouchers, we need the unit size assigned to the voucher. For the over-income families please confirm the size of your unit at Sursum Corda. Please include any other notes/information that you think is relevant, such as:
Moving to a new address
Changing your phone number
Changing your voucher size.
We need this information to finalize the floor plans and unit mix for the new development. The final set of revised development drawings is due to the Office of Zoning by July 5, 2019. The public hearing is scheduled for July 25th. This information will also be helpful in preparing the applications for the reserved units.
